FALLS LANDING PROPERTY OWNERS ASSOCIATION (FLPOA)
MEETING August 31, 2024


The annual meeting of the FLPOA was called to order at 10:15 a.m. by President Tony DeRosa. Those present were Tony and Trish DeRosa, Ken Walters, Dave and Trish Carey, Kay Brasington, Judy Daws, David and Stacey Daffin, Ken and Kersten Land, Jay and Donna Ziegler, Tony and Rhonda Calitri, Bob Alexander, Sharon Marcoux, and Jamie Stolz. A quorum for conducting business was satisfied (with twelve properties being represented).

OLD BUSINESS
Dave Carey read the minutes from the 2023 annual meeting. (Minutes are on our website at FLPOANC.com.) He reiterated that property addresses may not necessarily match up with addresses were maintained by Polk County for emergency management purposes. This doesn’t affect mail or other uses, but residents are advised to consult Polk County to ascertain accurate property addresses. He also reminded attendees of a box for deliveries just inside the FLPOA property sign, meant to accommodate large package deliveries and to prevent wear and tear on the roads. Rhonda Calitri moved to approve the minutes and the motion was seconded by Trish DeRosa and passed unanimously.

Jay Zeigler covered the treasurer’s report, noting an ending balance on hand of approximately 12,191. For the year, we had income of $5500 (minus unpaid rental fee by one resident) and expenses of $1570.14 for total income in 2024 of 979.00. Trish Carey moved to approve the treasurer’s report and the motion was seconded by Ken Land and passed unanimously.

NEW BUSINESS
Dave Carey gave a brief history of the pool, including a discussion of what had transpired with the original owner, Margie Derwort, in which she asked that the association buy the pool from her. The deed granting us the pool property in fee simple was discussed, specifying that if FLPOA no longer desires to use and maintain the “pool property” and we provide such written notice to Ms. Derwort, it reverts to the grantors. David Daffin said his contractor, Justin, had verbally given a price of $4500 to break up the pool and fill it in. This includes the cost of taking down the fence and hauling away debris. After some discussion of what we would do with the property, it was tabled until next year at which time we would discuss firepit/garden plots/game area possibilities.

On a motion to expend $4500 to fill in the pool by Ken Land, Trish DeRosa seconded it and it passed unanimously.

The bridge on Charleston Harbor continues to perform well. The actual weight limit of the bridge has yet to be established, but Tony DeRosa indicated that he inquired of the trash services company, which informed him that their trucks weigh 30,000 pounds empty and up to 60,000 pounds when full. They have been navigating the bridge without problems for the entire previous year.

The next agenda item was a discussion of road maintenance. Tony DeRosa discussed the major road concerns: 1). The bend just above the pool, especially adjacent to the Daws property; 2) The bend at Bear Creek in front of the Zeigler property; and 3) the Charleston Harbor entrance off of Highway 176. Thanks to Jay Ziegler who brought equipment from Savannah to work on grading the roads as well as Tony DeRosa who cleared culverts. The Charleston Harbor road entrance was resolved by addressing the Bear Creek run-off adjacent to Margie’s property. Tony DeRosa placed fence stakes to keep vehicles from the road edges. All agreed that the roads are in much better condition.

Tony DeRosa, who continues to cut grass himself, arranged to have someone mow the common areas around the pool for $50 every two weeks or $100/month during the growing season The consensus was that our landscaping looks great.

We thanked Ken Land and family and Tony DeRosa for their heroic efforts in fixing the Gazebo in front of the large waterfall where we had our 2024 meeting.

It remains the consensus of the group to keep the annual assessment at or below the current amount of $350. The payment is due October 31,2024 for fiscal year 2025 (next year) and should be remitted to our FLPOA at PO Box 152, Saluda, NC 28773 or delivered to Bob Alexander. For short term rentals, e.g., less than 3 months, an assessment of $1200 per annum would be appropriate to cover additional road/landscaping maintenance. Ken Walters moved that a late assessment of $50 per months be adopted. That motion passed unanimously. Billing the annual dues amount of $350 will continue to be done by email, authorized by a previous bylaw change that permitted electronic notifications.

Finally, we addressed the election of officers. Tony DeRosa was nominated for President; Ken Walters was nominated for Vice-President; Bob Alexander agreed to be volunteered for Secretary; and Jay Ziegler agreed to another term as Treasurer. Stacey Daffin moved the slate which was seconded by Ken Land; and the ensuing vote was unanimous.

The meeting was concluded at 11:05 a.m. Thanks to Ken and Kerstin Land for spearheading efforts for a successful picnic.
